How to read an error

Retry only transient errors — 429 with Retry-After, 500, 503 and 529 — with a capped number of attempts and a growing delay. Region errors (403, FAILED_PRECONDITION) and exhausted balance (insufficient_quota, 402) are not fixed by retrying.
