OpenAI API: 429 insufficient_quota

A 429 insufficient_quota from the OpenAI API means prepaid credit ran out or the organization or project spend limit was reached. It is not a temporary rate limit: retries and waiting will not help until you add credit or raise the limit. An ordinary rate limit is a different 429 that clears after a pause.

Two kinds of 429 at OpenAI

Rate limit — temporary: too many requests or tokens in a short period. Retry-After, backoff and even load help. A special case is slow_down: the rate rose too fast even within limits.

Quota and balance — not temporary: credit_balance_exhausted, organization_spend_limit_exceeded, project_spend_limit_exceeded, organization_usage_limit_exceeded. The broader error type can still be insufficient_quota.

Check balance and spend limits in billing settings, add credit or raise the limit, and disable automatic retries for this code.
